Rick McElroy

Detective III Rick McElroy, Retired, is a 32-year veteran with LAPD. He spent 28 of those years working illegal massage parlors with the Organized Crime and Vice Division. Rick wrote a Red Light abatement manual - Specialized Multi Agency Response Team (SMART) to close down these illegal establishments, as well as Narcotic and problematic ABC locations. He wrote 13 years of federal grants for LAPD officers to investigate these problematic bars, which was dubbed "Operation ABC" and is still in effect today. Rick was honored with the President's Award in Washington D.C. for that outstanding police program.

When Rick came on board with CAMTC in 2009, he created the disciplinary arm of CAMTC. He was in charge of the day-to-day operations, and is now the presenter for CAMTC trainings to law and code enforcement officers throughout the State, as well as city attorneys, district attorneys, and hundreds of agencies including ICE, OHS, FBI and the DOJ.
