Trevor Vaughn

Trevor Vaughn, Manager of Licensing has worked with the City of Aurora, Colorado for 18 years. He has worked on multiple regulatory projects including Colorado’s first local Massage Business Licensing program. This program was successful at eliminating the city’s illicit sex and human trafficking industry that was disguising itself as legitimate storefront massage and has been a model for other jurisdictions in Colorado and other states. Mr. Vaughn has unique insight in working end to end developing the program through conducting research, crafting regulation, and working with lawmakers and industry officials to develop a targeted approach that was politically palatable. Also, Mr. Vaughn was directly involved through its implementation including conducting investigations into illicit operations resulting in the closure of more than 20 illicit sex and human trafficking businesses. His insight will help guide agencies looking to adopt regulations and what should be considered and how to sell those regulations to lawmakers and industry. He is also able to provide direction on an effective screening, inspection and enforcement program.
